It only started popping up recently, because up until recently, non-general AIs weren't really a thing, so there was no practical need to differentiate. The term was used in academic circles only.
The need only arose when things like chatgpt, stable diffusion, etc. entered public awareness.

Except this term goes back more than a decade. You can listen to people like Ben ~~*Goertzel*~~ use it in talks from the late 2000s at least.
People who actually use the technology without some agenda would call something like training a neural network with some hybrid approach "machine learning". Using a term like "AI" is a thing that people have used in movies/TV to dumb it down and then also startups/researchers called machine learning "AI" because that's what gets you the investment or grant money.
AGI came about because of the overuse of the term "AI" to describe what is essentially machine learning and narrow focused things. The "general" being added to show that people were going after something humanlike (broad focus) as opposed to narrower focus (getting NPCs to click more ads, play chess, etc).

Npcs use acronyms in place of actual words in their minds where as non programmed humans think the entire acronym as words.
This happens because the programmed don't appear to have an internalised monologue of voice. Their lexicon forms their thoughts in real time.
So when a new variant on the acronym appears they will assume it's different and make no mental associations to the former version.
