xtts/coqui is great with speed/quality/prose. It just needs like ~10-15 secs of good sample for voice cloning. There are few others that are making their way too.

it could and probably was in some Hollywood SFX lab, such tech also has a lot of importance in intelligence operations and would generally be kept as secret as possible.
commercially solving problems like these aren't worth it for a few reasons. the most important reason is that technology spreads even if you're trying to lock everything down. Anyone selling a perfect voice changer made in metal would instantly have their algorithms reverse engineered by everyone and their moms.
The other reason is that solving hard problems takes a hard amount of time. You'd probably have to invent some new conventions and also probably throw nyquist out the window. So you do all this work being the albert einstein of voice changers just for everyone to forget your name and steal your product.
AI is great because nobody can look at weights alone to figure out what the hell is going on.
Anyone can go through the effort of training an AI, you don't have to be a scientist, the computer solves the hard problem for you. So there really isn't any risk of having algo's stolen, rather other people are forced to only imitate. And the time to scale and costs are so much smaller in the R&D front that at that point you actually stand to make more money by having competitors and making the market bigger.
