get an arduino or some other knockoff microcontroller and learn how to control servos and small electric step motors. arduinos are coded in c++.

any language that can interface with the hardware you want to use
C++ is a good choice, speaking generally
if you go to premade arms and stuff like that you'll come up against vendor language lock in, see if the arm can run a server that translates C++ to whatever shitlang they have running on it, but that is a way off, start with an arduino for its accessibility and support or an ESP32 because it's a better, cheaper platform

I remember your thread from a few months back on BOT. I'm impressed you are still sticking to this. I saw the new silicone face in that thread last week also. The silicone face needs to be refined a little more so it's not so crude. If I may make a suggestion, I think you should reworks your approach on the mouth. Instead of making it big and clanky where it goes up and down, make it like normal human lips that lead into a narrow cavity. Then, have clips on the interior of the upper and bottom lips. These hooks can attach to reversed actuators to mimic talking in a more human fashion. This will make your waifu robot appear more human like when she talks, and you can also mouth frick her like a flesh light.
Yeah I did get some fishing hooks. I'm thinking of keeping the lower portion and maybe adding hooking the upper lip or something. But either way Im going to take a 3 month break from this I think. Yeah and I got rid of the video earlier I did say I was drunk.

Cpp and Python. These are also the ones supported by ROS. Robot operating system.
Your going to need some basic AC and DC electrical knowledge and programming knowledge. Knowledge of different technical components and some super basic mechanical concepts would be useful as well. Do you know what an actuator or stepper motor is? Do you know how to solder or read a schematic? What if your scenario requires a custom part, do you know how to get around SolidWorks or something
similar? What about microcontrollers, do you plan to use something like Arduino? Then C/C++. Building a robot is an undertaking that should not be taken lightly.
