The actual speed of the card is generally irrelevant for local models, the bottleneck is Vram. 30b models barely fit on the 24gb that the 3090/4090 have, taking up 23gb with just 2,000 tokens of context. 13b and lower are absolute garbage and still would struggle to fit on a vega 56.
Stable diffusion is a case where vram is still the main bottleneck, but most of it is taken up during generation, not when loading the tiny models. So as long as you don't try to generate too large or too much at once you won't get an oom error. Cards under 12gb are basically limited to 500x500 images in small batches.
The main appeal is porn(go figure). When you get decent at prompting you can write a few paragraphs to world build and establish a character or two in context, then just type in a single sentence to start a scene. You can just spam sentences with scenario after scenario and it will print out a page or more at a time.
It gets old fast, but it's neat to watch. I don't get the "chat-mode" guys though, just join a fricking discord server.

SD 1.x doesn't do well at high resolutions anyway, and an 8GB card is enough to make 512x768 images and upscale them.
