Really?, quick, tell me how many non-state terrorists have managed to deploy a single nuclear weapon.

The answer is zero, they are all hunted down like b***hes, the idea is to achieve the same with AI development to drive into extinction troony teens with delusions of grandeur. Also black ops to murder vatnig, poojet and chink AI developers are warmly welcome.

Marxism. The elite in the UK are all millionaire socialists because the common pleb can be milked dry to pay for their luxury lifestyles.

How do they plan on enforcing that? Banning entry level consumers from buying video cards with 8+GB of RAM?

we're like 20-50 years away from general purpose computers being reserved for the ruling class and its the eunuch servants, with only cloudhomosexual telescreen terminals for the plebs.

        >20-50 years away from general purpose computers being reserved
        more like 2-5 years
once windows 10 reaches eol, governments will be able to demand that every computer must have secure boot to go online
then they require that apps have to be installed from app stores, which operating systems are already trying to enforce, so that they can control the payment channels
there will be exemptions for government computers, and for businesses that contribute enough to the right political party

Quantum computers will run the world in the next decade and they will work on a mainframe cloud subscription model. There will be no privacy because they can break encryption.
You will own no computer and be happy

      >How do they plan on enforcing that?
First of all, contacting AMD, Nvidia and Intel on new rules
Then import ban on GPUs, you have to get the license to be able to import one
Then likely while GPUs will still be sold in stores, you will have to give your contact info on purchase. Still, likely some high VRAM models will not be sold openly/will require license to be able to buy it
It used to be similar for mobile phones back when they appeared. Also some countries have rule about any device that can record video hiddenly(which includes any AR glasses without LED that will indicate that they are turned on)

Wtf I need the loicens to do simple matrix multiplication???

No more processing power in your home, everything done on ~~*approved*~~ cloud servers ran by ~~*trusted*~~ companies.

Just license mathematics in general. After all, the state is divine and has granted itself all the necessary authority to do so.

If you can control your knee jerk reactions for half a second, you might remember that governments have managed to license medicines and nuclear power without banning people from drinking soup when they're sick, or eating bananas that naturally contain radioactive isotopes.
Until we know the details of this licensing process, we shouldn't assume that any government will try to ban technology that has existed for years without any problems.
It's possible that some governments will restrict AI technology too much, but remember that most regulations are written by industry lobbyists anyway, and governments don't want to actually spend money on staffing a regulator, because there are no votes to be won from doing a good job at that.
So most likely this is just a case of politicians saying "we will do something" to get some headlines, and then dropping the idea when everyone forgets about it.

It's really amusing to watch the UK and the EU regulate all of their tech companies out of existence. They're already way behind in basically every field.
