      First of all, contacting AMD, Nvidia and Intel on new rules
      Then import ban on GPUs, you have to get the license to be able to import one
      Then likely while GPUs will still be sold in stores, you will have to give your contact info on purchase. Still, likely some high VRAM models will not be sold openly/will require license to be able to buy it
      It used to be similar for mobile phones back when they appeared. Also some countries have rule about any device that can record video hiddenly(which includes any AR glasses without LED that will indicate that they are turned on)

      Just license mathematics in general. After all, the state is divine and has granted itself all the necessary authority to do so.

      If you can control your knee jerk reactions for half a second, you might remember that governments have managed to license medicines and nuclear power without banning people from drinking soup when they're sick, or eating bananas that naturally contain radioactive isotopes.
      Until we know the details of this licensing process, we shouldn't assume that any government will try to ban technology that has existed for years without any problems.
      It's possible that some governments will restrict AI technology too much, but remember that most regulations are written by industry lobbyists anyway, and governments don't want to actually spend money on staffing a regulator, because there are no votes to be won from doing a good job at that.
      So most likely this is just a case of politicians saying "we will do something" to get some headlines, and then dropping the idea when everyone forgets about it.
