Millions of perfectly usable computers will be thrown away, to the landfill or to the hands of scavengers, and millions of computers will be bought, making an obscene amount of money for people who manufacture computers, and people who sell the OS that those computers come pre-installed with. A grubby Indian man will eventually make a handful of rupees after smashing a laptop from 2021 into pieces with a hammer to extract some valuable metal scraps.
As an IT guy I have actually been assigned to go additional RAM in computer labs before. It happens more than you'd think if a dean gets all excited about a new program or feature.

cloud LLMs would not even be close to sustainable financially without some subscription model. High chance this is a local model approach.
