You can, it's called noise inversion/unsampling. You have to describe the image with a prompt as well as you can. You won't get the original seed, but you will get a seed. Then, you can modify the prompt to make semantic changes to the image.
If accurate enough it could be legitimately very useful, it'd be what decompilers are to compilers. I doubt this is feasible though, or it would already exist.
