    i know very little about ai but what if someone buys say 5 4090s or whatever is the most powerful gpu and makes his ai completely unrestricted? then maybe he torrents all the code and weights and whatnot

      This is obvious from your incoherent rambling anon. What is stopping someone from doing this? However, the capabilities you see in GPT4 result from being trained by 1000s of A100 GPUs, which you will struggle to even get your hands on a physical one now, or you can pay $5 per minute of compute on a virtual box.
      Add to that you need a very clean, organised, dataset with a train/test split.

      Once your model is trained, you'll also need to apply a RLHF layer and LSTM into the model to give it capability to hold a conversation and not immediately spit out garbage.

    Just like homeowner and landlord associations are trying to do everything they can to push for laws restricting new developments, since that would bring the demand and therefore the value of their property down, tech coporations are pushing for laws that would restrict "AI", since they can convince the public that it's dangerous and they're the only ones that should be legally allowed to handle it. What if technology advanced to the point that we wouldn't need to work? Wageslave owners would be powerless.
