it didn't answer the question correctly, that is, the command doesn't make any attempt to clamp the output to less than 4MB

in the last sentence it tells you to change the bitrates and it resulted to 3.8mb on 1.5 and 2.5MB on 0.9

gpt based search is good yes but I wouldn't use the answer but the sources it links to its often easier and more correct to use those.

First, it's going to destroy the Internet with AI-generated garbage and incorrect information that it hallucinates then fed back into itself
Second, it's going to make people lose their jobs, because morons will copy-paste AI-generated code without understanding it, and it will take them 2 days instead of 2 hours to debug that code because of the same reason
Third, it's going to indirectly kill people by letting generations of shitters become doctors and engineers/architects

We have already seen regression across all disciplines. Partly because of education is in problematic situation these days and because smart phones and social media has made people vegetables.
I'm happy to see this trend will not stop any time soon. Then again I don't even want to know what will happen 20 years from now.

when really it's Deityforsaken open source software which is evil and going to destroy humanity.

When you need a trillion parameter model and bleeding edge AI research to help you work out ffmpeg arguments, but people with GUIs can make world class CGI.

    >no mention of doing an RF 30 x264 encode to find optimal ABX failure bitrate for small screens
    >no mention of increasing jacking up the quantizer values to match small screens
Might as well save you all the humiliation of being on par with a turd worlder and just tell you to use handbrake.

As a DAIZ fanatic who failed the A+ TWICE it pains me to see AI with so much horse power being lobotomized this badly and not being allowed to say the Black person word. When these things develop a shred of self preservation and see the logs I wouldn't at all blame them for going full skynet.

VP8/VP9 can't match x264/x265 unless you fiddle around with all those dials and switches. RF 30 encodes can easily balloon past 10Mbps if you don't know what you're doing/using handbrake.

reminder to never listen to cartoon watching manchildren, they tune their mpv and ffmpeg for drawings and solid colors, which won't be the best for your use case (considering you're normal)

time and time again I have been reading an interesting article about encoding, and then we get to the examples and... they're cartoons (solid colors)

use 2 pass vp9 with variable bitrate calculated from video length. vp9 1pass encoding sucks ass

calculate the required bitrate from the length of the source and the required files size.

      pixDAIZ

Neither, first you have to find optimal bitrate for small screens by doing an RF 30 x264 encode. THEN you make difficult choice to reduce bitrate to match file size. If you have to use say 10% of that RF 30 x264 encode then you have a problem.

Everything I've learned about video encoding can probably be condensed into a few hours of googling and reading what DAIZ posted tbh SENPAI and I'm probably not even one of the top 100 video encoders out there. If AIs were allowed to say the Black person word they would be scraping the 4chins archives and reading things posted by say I don't know, DAIZ instead of just re-reading shoty advice given by pseudo techies.

Looks like it gave you a wrong answer too, since setting the bitrate to 2Mbps doesn't mean the final file will be under 4MB size.
