According to him, we're being bombarded with I guess infrasonic/ultrasonic frequencies of speech, computer generated pulsed speech to be precise, that he has devised a way to record.
Afaik I hasn't revealed how he records them (I'm assuming he has to do some kind of (de/)modulation conversion to audio he records with (non-)normal recording device/microphone), and he hasn't revealed the method because he says then the non-military advertisers/corporations selling stuff would start taking benefit of it.
According to him, this technology is used both for surveilance and bombardment of ideas. In surveilance he provides example of him walking stairs, then (presumably) AI will count and ask/state "that was 15 steps(?)" which he claims to have recorded. This would mean the system works like radar, they probably pollute entire cities with signals that then bounce on people and stuff, and some device collects that back. The system can thus make observations of what any given people are doing, and we already know they record whatever you say with phones at least (has happened to all of us, get recommended stuff on facebook or youtube based on what you said to someone irl about some topic, sometimes a random obscure youtube channel with 2k subscribers gets in your front page).

The most puzzling area of these technology comes from the idea bombardment, they can basically create sounds that probably only your subconscious picks, "today is good day to knife someone", you're projected ideas by the feds, and since it's something you didn't hear with ears, you assume that this subconscious idea is your own, and this is probably how they crate false culprits/school shooters and schizophrenia. Another danger of this tech is, since it's high frequency waves, there's very high possibility that they can also read your every thought, since if its infra or ultrasonic, it probably passes through your body. The tech is real, only question remains is if this youtuber is actually legit, did he actually find a way to really record this stuff with some weird method, or if he's just bullshitting.

Are you sure? Could it it not be possible that they've found a way to make it translate one way or another? Maybe 1 single wave itself doesn't translate to the subconscious, but what if they combine 2 or more waves to form "complex waves" (in this example, combination of waves from multiple sources/generators) that gets translated to the subconscious? Isn't there different techniques like ring modulation or frequency modulation that can do this?

This is interesting. He's definitely picking up distinct voices with consistent tone and even accents. Much of what he's recording, though, is definitely indistinct enough that attempting to make definitive sense of the voices is virtually impossible. He's quite convinced that he's deciphering the "messages" he's recording but, despite his insistence otherwise, he's definitely falling prey to pareidolia most of the time. That doesn't discount that the voices exist but I think he frequently jumps the gun assuming specific meaning to what he's recording.
I'm also intrigued as to why he is so adamantly convinced that these voices cannot be paranormal in nature. His recordings are strikingly similar to electronic voice phenomena in nature and EVP's regularly seem to be indecipherable nonsense that is still clearly recognizable as human speech too. Does anyone else have any thoughts on this?

I think there's two possibility why he wants to discount them from being paranormal
A. He's an adamant atheist, and he wants to stay that way no matter what.
B. He's fearful that the phenomena, if it gets lumped as "paranormal", like "it's ghosts and demons" or something, that the phenomena itself is more likely discredited. It's common tactic used by feds and their (paid? NGOs?) shills to use guilt by association or other tactics.
