I don't think it's AI, but very sloppy use of the Eraser, Magic Wand, and Healing Brush to merge certain aspects of different photos together in one layer.

At best, it's poorly photoshopped, potentially to stitch together multiple photos (e.g. get the best picture of everybody?)

Shouldn't they ask what the exact image processing chain looks like as due diligence? I mean if somebody passed off a manipulated photo to me, I'd at least give them a chance to explain and maybe even show off the Photoshop file.
But I doubt there will be any followup, which makes this even shadier. Nobody knows how this obviously manipulated image was created and that's the way it will stay.

They took 2 photos, one of their faces (the top part) and one of the lower parts.
I think the lower parts were taken when they switched Kate for a similar ladies legs to hide something fricked up with her legs or stomach. probably in a wheelchair like you said. but in the process of stitching the 2 half's together, they fricked it up. would explain all of the errors.

The difference in compression edges line up with the majority of the mistakes we can see in the photo. It's incompetent or lazy blending between the images.
