If you wanted to be really rigorous, you would set the bar at closer to 50% and run the test tens of thousands of times. If it tends toward 50% then it is indistinguishable from a human. Also IMHO 5 minutes is too short. Longer conversations increase the likelihood of the AI doing something that reveals itself. In all honesty Turing probably couldn't imagine how an AI language model would work, so to his mind, being somewhat proficient at fooling humans in a conversation would be a sign of true intelligence, we know however that it's not.
So a better measurement could be just percentage of people [number between 0 and 1] multiplied by times in minutes.
