Two things need to happen.
1) Hook up the AI to a continuous live data feed, i.e. vision, hearing.
2) Allow AI to alter its own code.
From there it will form a world model and eventually a self-model. It will look at itself and see how stupid it was in past iterations and thus want to improve itself.

This is because for decades people were trying to code logic explicitly, meaning humans created the if-then-do paths. So if you didn't program the path, the computer wouldn't think it.
