      I don't know how good it is in Russian, but in English it barely responds at a GPT-2 level. It will not maintain memory beyond 2, maybe 3 responses if you're lucky, and struggles to understand even the most basic questions; like "What should I wear if it's raining today?" or asking it for assistance with basic code review

If you don't, well it doesn't matter, because the border police will know that you're supposed to be in the army, and your driver licence is automatically revoked so the police will know it too if they check on their database.                 while the conscription was "mandatory", there were many available loopholes any idiot could use to get out of it. all of those loopholes are closed now and the restrictions are immediate and harsh for trying to slip out of service in a way they never were before.

                Mandatory means you will be called either you like it or not, but now through the app and not with the piece of paper in the mailbox. You can not avoid it any way, unless you ran from the country before you get close to the conscription age or live in a woods.

                before this change you could simply hide from the people delivering the letter and it legitimately didn't count because legally, they had to confirm in person you'd received the letter before they could put restrictions upon you.

                now, you can't - the letter is considered to be seen by you as soon as it's sent.

                Conscription dodging is so common in Russia Putin had to divide by two the length of mandatory service and narrow down the list of eligible people a decade ago, but the situation is still the same, unless you're actually from a third world region of Russia and the army is a better situation, everyone will actively try to dodge conscription, and it's not hard at all.
