    Just read the proposal and it’s such bullshit. They give no examples for the General Purpose AI, but target Chatgpt and stable diffusion for the Foundation Models. Basically, they hide that under a bunch of actually good regulation, but basically, they don’t ever want a Chatgpt or SD to ever happen again. It would require you to submit any sort of program that learns on a large dataset. I love how they couldn’t even name any AI’s that they consider okay.

      The point is that they can't just have public face cams collecting everyone's biometrics to create a database of random citizens. only a "perpetrator or suspect".
      So if they have a face scan from a former prisoner or something and they use cameras to detect them in a crowd, that's legal.
      If they're using facial recognition to gather faces to build a database and track innocent people, it's illegal.
      seems sensible to me, as a bare minimum.

      They can implement hundreds of different controls for preventing widespread storage and transmission of that kind of program over fiber/ethernet. p2p transmission could be made very hard or impossible by setting up honeypots to trap people with crimes.

      Hypothetically in the future, would desperate people be streaming programs piecemeal over satellite or radio wave? If they're really desperate the operators will meet any resistance with a loaded rifle. Would there be a viable way for underground groups to share access to program data across continents without relying on cable, other than to commandeer commercial antennas?

      They're only reinforcing feudal castes by restricting the tools from the general public and letting rival corporations and governments gain a competitive edge, while letting corporations rape the general public even harder.

    Actually, I wonder if someone will make a malware that can replicate itself, holding those illegal programs for distribution like a carrier, with the only goal of keeping itself as available as possible. Constantly chop itself into smaller pieces that can be hosted anywhere and everywhere on any device in a distributed format, that can piece itself back together organically. It tries to make itself as visible and accessible as possible, but the payload won't be ransomware or spyware, it'll be a single package with a collection of tools for allowing people to host, train, finetune, tweak, and deploy their own models.
