Sure, libraries like Keras, Torch, etc... make it easy to implement machine learning algorithms within a program without needing to write all the back-propagation, matrix multiplication, etc... code yourself. But that doesn't mean shit if you can't write code to:
1. Turn your data into a fucking feature vector from whatever source you're pulling it from
2. Take the output of your classifier and do something useful with it.
Both of which require some basic programming knowledge.
