To develop and perfect AI models such as these, hundreds of papers are released by researchers all around the world. Not to mention that all of these are possible by ever so increasing computing power meaning ~~*they*~~ wouldn't even be able to make these years ago.

lots of states and countries already have gay rules limiting consumer usage of gpus in round about ways. you can buy that GTX9000 if you want in california but regular zoom zoomie cant buy a prebuilt with that same gpu because of a regulation passed a few years ago limiting the average khw usage per year. Yeah this is most likely. Look at how models are trained currently. Stable diffusion was trained on 256 × nVidea A100 gpu's (which cost $11000 each) and it took a whole month.... And stable diffusion is still pretty borked. Realistically we aren't going to have the hardware to make decent models quickly in our homes for a long long time.
So that leaves us to pool our money together and develop models the same way stable diffusion was, on AWS cloud services, and with that comes the policies of services like AWS. So if they don't agree with your model, you'll just have to get fucked.
