A large reason for that is that art can be created digitally only while replacing something like a construction worker would also require an actual robot with a body and robotics are a completely different branch of technology.
Another reason is that an art AI only needs to be able to do one thing while something like a construction robot would need to be able to do many things.
Because of that I imagine that the first robots for construction work will likely just be dumb "servants" that people order around without much intelligence.
