Depends how you think souls develop. Some believe souls are eternal and the body is just a vessel, in which case no, they couldn't have souls unless someone reincarnated as a robot. Some believe that souls are developed through experience and struggle. In that case it's possible they could, but also possible they'd need a 'soul seed' to get them started. Others think that a soul is just a metaphysical reflection of you that has a possibility of enduring once you pass on, in which case, yes, they'd have souls, everything does.
