Stable Diffusion doesn't need an internet connection, but are you saying that your PC isn't connected to the internet at all, or that it's just connected over ethernet instead of wifi? Try checking the stable diffusion general and reading it, that image with GPUs/time for generation is trash, you can do it well with a 1660 TI, however, if you lack internet connection at home, you have better stuff to focus on, like becoming a decent human being, getting a job, this kind of stuff, for now the regular old porn online will be enough.

Well there are lot of good anime models on civitai..picrel one was generated quickly with grapefruit hentai model on stable diffusion with 1 inpaint.I use old gtx1060 and it takes usually 1-2 min to generate picture on 45 steps.
